Overview
Bulk operations plan against tonnage and tide rather than against container moves. Anchora models draft surveys, loading rates per conveyor and hopper, stockpile-to-hold sequencing, and the tidal window that decides whether a vessel sails tonight or tomorrow.
Break-bulk adds the awkward cases: project cargo with a lifting plan, a heavy-lift crane booked three weeks out, and a hold sequence that cannot be reordered once loading starts. Those are constraints in the same solver.
