Operations Dashboard in one paragraph.

The dashboard is not a reporting layer bolted on at the end. It is the same vessel record the solver plans against, rendered for the person who has to make the call at 03:00 when a vessel is four hours late and the rail departure is fixed.

Conflicts are ranked by how much they cost to leave unresolved. Downstream systems that have not acknowledged a change are listed by name, with the time since the write was queued.
