Overview
Pilots, linesmen, and mooring gangs record all-fast, line-fast, gangway-down, and last-line timestamps on a handset that works with no signal on the outer quay and syncs when it finds one. There is no second system and no paper form to transcribe later.
Those timestamps are the same events the berth allocator plans against, so the next vessel is re-planned from what actually happened rather than from what was scheduled to happen.
